Does this allow for...

I was wondering if this would allow setting up a default subscription to the user who creates a work item, e.g.,

End user finds a defect and clicks on create new PBI in TFS. When the PBI is submitted, the Created By field contains the user.

From that point on we would like to send an email to the end user when the state changes to keep the end user informed.

This tool isn't intended to create new event subscriptions, rather to troubleshoot (and remove) existing ones.

Fortunately, TFS already has the functionality built in that you can get an alert whenever "my work items are changed by others". See http://msdn.microsoft.com/en-us/library/ms181334.aspx.

That should solve it, right?

Unfortunately TFS knowledge would be required by the end user, i.e., the end user would need to know how to set up an alert and the interface does not allow us to set up a generic alert for NON-team members. :(
